To Whom It May Concern:

This is a letter of support for the Alternative Sentencing Programs & Educational Networks (A.S.P.E.N.) of New Mexico.

We have contracted with A.S.P.E.N. in our Juvenile Detention facility for a number of years and all incarcerated juveniles are mandated to attend the program. The last two years, we have also contracted with A.S.P.E.N. for its “Second Chance-Life Values Program for Incarcerated Men (or Women)” in our Adult Detention facility. In the adult facility, we use attendance at an A.S.P.E.N. program as a mechanism to obtain good time credit. The Judges support the A.S.P.E.N. programs and we find that more and more of the official sentencing documents require that the offender attend these programs.

As well as being Deputy Administrator over both our Adult and Juvenile Detention facilities, I am also over Chaves County Detention Center's Court Services and Offender Supervision Program. In this capacity, I supervise the DWI probation program, the electronic monitoring program, and the misdemeanor compliance program. I work very closely with both Magistrate and District Court to ensure that the sentences involving probation are fully carried out. The majority of our probation clients are sentenced to the A.S.P.E.N. "Second Chance-Life Values Program" by the Judges.

Although recidivism is difficult to track in the State of New Mexico, we believe that those that attend the "Second Chance-Life Values Program" are less likely to return to our facilities. At a cost of approximately $65.00 per day to house an adult offender and $105.00 per day to house a juvenile offender, we consider the funds we budget for the A.S.P.E.N. programs to be money well spent.
